Ripple has received final approval from the Office of the Comptroller of the Currency to operate Ripple National Trust Bank, the company confirmed on October 27, 2026. The decision converts a conditional charter the OCC issued in December 2025 into a full national trust bank license, closing a process that began when Ripple applied in July 2025.

The reaction in XRP was small. The token traded at $1.30, up 1.2% over the prior 24 hours as of October 27, 2026, roughly the same ground it held before the headline. The broader market sat flat, with CoinMarketCap's Fear & Greed index at a neutral 43.

A charter built around stablecoin reserves

The new bank is not a retail deposit institution. A national trust bank charter lets Ripple National Trust Bank act as a fiduciary rather than a lender, and the company has defined its mandate narrowly. The bank will manage the reserves that back RLUSD, Ripple's dollar stablecoin, serve as trustee for those reserves, and offer regulated custody for institutional digital assets.

That scope matters because it places a core piece of Ripple's stablecoin machinery under direct federal supervision. Reserve management and custody are the two functions that determine whether a dollar token actually holds its peg and whether institutional holders can trust where the backing sits. Both now report into an OCC-chartered entity.

RLUSD gains a second layer of oversight

RLUSD continues to be issued by Standard Custody & Trust Company, Ripple's unit regulated by the New York Department of Financial Services. The federal charter does not replace that arrangement. It adds a second supervisor on top of it, so the stablecoin now operates under both state and federal oversight.

The token launched in December 2024 and has grown to roughly $2.5 billion in market value. Its reserves are held in dollar deposits, U.S. government securities, and cash-like assets, kept primarily at BNY. Pairing a bank-grade custodian with a federally chartered trustee is the kind of structure institutional treasuries ask for before they move size into a stablecoin.

"For years, we've said crypto and banks work better together. Final approval for Ripple National Trust Bank is what that looks like in practice," CEO Brad Garlinghouse said.

Federal charters becoming the stablecoin playbook

Ripple's approval fits a pattern that has formed through 2026: stablecoin issuers reaching for federal bank charters rather than operating purely under state money-transmitter rules. A national trust charter gives an issuer a single federal supervisor, clearer custody authority, and a credential that large counterparties recognize. For a token whose entire value proposition is trust in the backing, that credential is the product.

The move also sits alongside the OCC's broader work to build a federal rulebook for payment stablecoins under the GENIUS Act. A chartered trustee holding reserves is exactly the arrangement that framework is designed to formalize.

The spending angle for stablecoin holders

Most people will never open an account at a trust bank. The relevance for everyday users is indirect but real: the credibility of a stablecoin's reserves decides whether merchants, card issuers, and payment rails are willing to settle in it. RLUSD is one of a growing set of regulated dollar tokens competing to become the default settlement asset for stablecoin spending, and federal oversight of its reserves strengthens that case.

For anyone funding a crypto card from a stablecoin balance, the reserve question is the one that counts. A token backed by government securities and held at a regulated custodian carries less depeg risk than one backed by opaque assets, and depeg risk is what turns a smooth card payment into a declined one. Approvals like this one tighten the link between the dollar on your card and a dollar a bank can actually produce.

XRP itself was a side character in the announcement. Ripple uses the asset to facilitate cross-border transactions, and it remains the fifth-largest digital asset by market value, but the trust bank charter is about RLUSD and custody, not the token. That gap helps explain why XRP barely moved while the news circulated across the United States crypto market.

Overview

The OCC granted Ripple final approval to operate Ripple National Trust Bank, upgrading a December 2025 conditional charter into a full national trust license. The bank will manage RLUSD's reserves, serve as trustee, and custody institutional digital assets, adding federal oversight on top of the stablecoin's existing New York regulation. RLUSD, launched in December 2024, now carries about $2.5 billion in market value, backed by dollar deposits and government securities held mainly at BNY. XRP traded near $1.30 as of October 27, 2026, a muted response to a charter that is really about reserves and custody rather than the token.
