Vitalik Buterin published a proposal on February 21 that tries to answer one of DAO governance's oldest problems: most token holders do not want to spend their lives reading proposals.
His suggested answer is a layered system built around personal AI agents, public discussion systems, prediction markets, and privacy-preserving computation. The pitch is not that DAOs need more voting tools. It is that they need a way to scale attention.
The Problem He Is Trying to Solve
Token-based governance has a simple failure mode.
There are too many decisions, too few attentive voters, and too much dependence on a small number of delegates. That leaves most DAO governance somewhere between symbolic participation and soft oligarchy.
Buterin's proposal starts from that bottleneck. If human attention is scarce, the system needs a way to use it more selectively.
The Four Layers
1. Personal Governance Agents
Each user would rely on a personal AI agent trained on their values, preferences, and prior judgments. The agent would vote on routine matters and call the user in when something looked ambiguous or genuinely important.
That is meant to be different from ordinary delegation. The vote is not handed to another person with their own incentives. It is handed to a model that is supposed to track your own.
2. Public Discussion Systems
Before those personal agents vote, a shared discussion layer would summarize the main arguments and areas of disagreement. The point is to reduce information asymmetry and stop every participant from operating on a different snapshot of the debate.
3. Suggestion Markets
Buterin also folds prediction-market logic into the stack. Agents can suggest governance actions and attach financial stakes to those suggestions. The mechanism is supposed to reward useful inputs and make low-quality spam more expensive.
4. Private Computation for Sensitive Decisions
Some governance questions involve private inputs, such as hiring, legal matters, or confidential financial data. For those, the proposal leans on privacy-preserving computation so an agent can evaluate sensitive material and output only a judgment rather than the underlying information.
Why Privacy Sits at the Center
The proposal depends heavily on privacy guarantees.
If a governance system relies on AI agents acting for users, then the surrounding infrastructure has to avoid turning that process into a surveillance layer. That is where zero-knowledge proofs, multi-party computation, and related privacy tools enter the design.
The point is not only privacy in the abstract. It is also about making coercion, vote buying, and lazy copy-trading harder inside governance itself.
What Could Change
If some version of this model ever moved from proposal to implementation, the main effect would be simple: participation would no longer require every token holder to read every vote themselves.
That does not solve governance automatically. It does change the shape of the problem. Instead of asking whether humans will show up consistently, DAOs would be asking whether the agents representing them are competent, aligned, and diverse enough to matter.
The idea is broader than Ethereum. Any governance-heavy crypto system could try some version of it.
The Risks Are Obvious
The proposal is interesting partly because the risks are easy to see.
If the agent is badly aligned, it can make bad decisions at scale. If too many users rely on similar base models, governance could look broad while quietly converging around the same model biases. If prediction markets become part of the filtering layer, they create another attack surface for manipulation.
So this reads less like a deployment-ready governance product and more like a serious design direction from someone who thinks the current model has already hit its limits.
Overview
Vitalik Buterin's February 21 proposal imagines DAO governance built around personal AI agents, shared discussion systems, prediction markets, and privacy-preserving computation. It is still a proposal, not a roadmap. But it is one of the clearest attempts yet to answer a simple question DAOs still have not solved: what happens when governance demands more attention than most humans are willing to give it?
